Article 14

     As  regards discharges of the substances in lists I or II already
occurring  at  the  time of notification of this Directive, the Member
States  may  stipulate  a  period not exceeding four years after entry
into  force of the provisions referred to in Article 21 (1), on expiry
of which the discharges in question must comply with this Directive.
