Article 17

     With  regard  to  discharges  into transfrontier groundwater, the
competent  authority  of  the  Member  State  which  intends  to grant
authorization for such discharges shall inform the other Member States
concerned  before an authorization is issued. At the request of one of
the  Member  States  concerned  and before an authorization is issued,
consultations shall be held in which the Commission may participate.
