Article 12

     1.  If  the  person requesting an authorization as referred to in
Articles 4 or 5 states that he is unable to comply with the conditions
laid  down, or if this situation is evident to the competent authority
in the Member State concerned, authorization shall be refused.
     2.  Should  the  conditions  laid down in an authorization not be
complied  with,  the competent authority in the Member State concerned
shall  take  appropriate  steps  to  ensure  that these conditions are
fulfilled; if necessary, it shall withdraw the authorization.
